Wyniki produkcyjne oraz efektywność agrobiznesu w krajach Europy Środkowo-Wschodniej

Abstract

Celem artykułu jest przedstawienie zmian w uzyskiwanych wynikach produkcyjnych i dochodowych agrobiznesu oraz efektywności produkcji w tym sektorze gospodarki w krajach Europy Środkowo-Wschodniej (EŚW). Dodatkowo zbadano, czy przeobrażenia obserwowane w agrobiznesie tych krajów przyczyniają się do zmniejszenia dystansu rozwojowego do państw UE-15. Podstawową metodą badawczą była analiza przepływów międzygałęziowych, dokonana na podstawie tabel przepływów międzygałęziowych. W przeprowadzonej analizie empirycznej stwierdzono, że w krajach EŚW trwają procesy rozwojowe wskazujące na modernizację wytwarzania żywności i powstawanie nowoczesnego agrobiznesu. Obserwowany jest wzrost wolumenu produkcji globalnej i wartości dodanej brutto. Towarzyszy temu zmniejszanie udziału rolnictwa w całej produkcji i dochodzie narodowym oraz zmiany struktury tych wartości. We wszystkich analizowanych krajach widoczny jest ciągły wzrost wydajności pracy zarówno w całym agrobiznesie, jak i w poszczególnych jego segmentach. Wzrost produktywności pracy następuje zarówno na drodze wzrostu wolumenu produkcji i dochodu, jak i spadku zatrudnienia. Jednakże dystans ekonomiczny dzielący kraje EŚW od państw UE-15 nadal pozostaje znaczący. Dlatego konieczne jest dalsze wspieranie rozwoju agrobiznesu w tych krajach środkami publicznymi, w tym środkami Wspólnej Polityki Rolnej, jednak nakierowanymi przede wszystkim na wywoływanie pożądanych zmian strukturalnych i wzrostu efektywności.
