"Mobilität im Wettbewerb": Möglichkeiten und Grenzen integrierter Verkehrssysteme im Kontext einer wettbewerblichen Entwicklung des deutschen und europäischen Verkehrsmarktes - Begründung eines Forschungsvorhabens

Abstract

Den aktuellen Verkehrsproblemen begegnen Politik und Wissenschaft einhellig mit dem Leitbild einer integrierten Verkehrspolitik. Eine Verknüpfung der bis heute weitgehend getrennt genutzten Verkehrsträger sowie die stärkere Verschränkung von privatem und öffentlichem Verkehr soll zu einer nachhaltigen Verkehrsentwicklung beitragen, die ökonomische Effizienz mit sozialer Verantwortung und ökologischer Verträglichkeit verbindet. Dieser weithin vertretene Anspruch einer verstärkten Koordination und Kooperation der Verkehrsträger und -systeme untereinander steht in einem eigentümlichen Spannungsverhältnis zu den momentan sich vollziehenden Deregulierungsprozessen im Verkehrssektor und den Hoffnungen, die sich mit den damit einhergehenden Wettbewerbsdynamiken verbinden. Das hier vorgestellte Projekt Mobilität im Wettbewerb fragt nach den Realisierungschancen einer verkehrspolitischen Strategie der Integration im Rahmen marktwirtschaftlicher Konkurrenzverhältnisse.
