Analyse des deutschen Zuwanderungssystems im Hinblick auf den Fachkräftebedarf im Mittelstand

Abstract

Die Politik in Deutschland setzt u. a. auf Zuwanderung von Hochqualifizierten aus Drittstaaten zur Schließung von Fachkräftelücken. Das Ziel der Studie ist es, geeignete Instrumente für eine derartige selektive Steuerung der Zuwanderung zu identifizieren. Die Studie untersucht die Migrationsströme von und nach Deutschland und zeigt auf, wie andere Länder vorgehen, um den Fachkräftezuzug zu intensivieren. Die Analyse des deutschen Zuwanderungssystems macht deutlich, dass die Einführung der Blue-Card-EU der bisher entscheidende Schritt in der Reform des Zuzugsrechts darstellt. Neben den Großunternehmen profitieren insbesondere auch technologieintensive KMU von dieser Neuregelung. Für zusätzliche Lockerungen im Aufenthaltsrecht besteht nur noch wenig Spielraum. Ein Übergang von dem primär nachfragebezogenen zu einem angebotsorientierten Steuerungssystem wäre möglich, würde aber einen grundlegenden Politikwechsel hin zu einem offenen System des Fachkräftezuzugs bedeuten.
