Selektive Einwanderungspolitik: Punktesystem versus Auktionsmodell

Abstract

Die Steuerung der Höhe und Zusammensetzung der Zuwanderer aus Nicht-EU-Ländern kann durch Quoten und/oder qualitative Anforderungen an die Zuwanderer festgelegt werden. Für die Auswahl bieten sich Prioritätenlisten oder Punktesysteme an. Es wäre aber auch denkbar, die Zuwanderer nach ihrer Zahlungsbereitschaft für ein Einwanderungszertifikat bzw. nach der Zahlungsbereitschaft einheimischer Unternehmen, die an ihrer Beschäftigung interessiert sind, auszuwählen (Auktionsmodell). Beide Methoden weisen als Instrumente der selektiven Einwanderungspolitik jeweils Vor- und Nachteile auf. Stellt man diese einander gegenüber, so scheint das Punktesystem aber mehr Pluspunkte auf sich zu vereinigen.
