Mitbestimmungspraxis in der "Industrie 4.0": Möglichkeiten der Einflussnahme und Gestaltung für Betriebsräte

Abstract

Die Digitalisierung der industriellen Produktion stellt für Betriebsrät:innen eine massive Herausforderung dar. Die Komplexität der betrieblich zu regelnden Aspekte nimmt seit Jahren kontinuierlich zu und setzt Betriebs-rät:innen zunehmend unter Druck, den digitalen Wandel der Arbeitswelt verantwortungsvoll mitzugestalten. Gleichzeitig liegt für Betriebsrät:innen eine große Chance darin, sich proaktiv und frühzeitig in die (regulierende) Gestaltung digitaler Technologien in ihren Unternehmen einzuschalten.In diesem Working Paper untersuchen und systematisieren wir deshalb, welche Gestaltungsmittel Betriebsrät:innen besitzen, um diese Herausforderungen in ihren Handlungsfeldern strategisch anzugehen. Wir stellen die Gestaltungsbereiche betriebsrätlicher Mitbestimmung in der Digitalisierung vor und diskutieren zentrale Gestaltungsmittel wie rechtliche und organisatorische Mittel, Wissen und Austauschnetzwerke sowie die Rolle von Diskursen und Narrativen als Gestaltungsmitteln. Dazu schlagen wir konkrete Handlungsansätze für Betriebsräte und Gewerkschaften vor. [...]
