Institutionelle Aspekte der Regionalisierung von Wirtschafts- und Strukturpolitik

Abstract

Infolge der Regionalisierung von Wirtschafts- und Strukturpolitik entstehen entweder vollkommen neue Institutionen (horizontale Regionalisierung) oder Institutionen mit neuen Kompetenzen (vertikale Regionalisierung). Der Erfolg einer Regionalisierungspolitik läßt sich am Grad der institutionellen Kohärenz zwischen den beteiligten Institutionen und Ebenen ablesen. Die institutionelle Kohärenz wiederum hängt ab (1) von den besonderen institutionellen Implikationen der zu regionalisierenden wirtschaftspolitischen Handlungsansätze, (2) von der Qualität der regionalen Institution und (3) von der sogenannten Institutionenpolitik des Initiators der Regionalisierung. Der Aufsatz umreißt ein Analysedesign für jede der drei Aspekte, illustriert ihre Anwendung am Beispiel der Regionen in Sachsen-Anhalt, und formuliert - nach einer Vergleichsuntersuchung der Strukturen verschiedener Regionalisierungsansätze - Hypothesen über die Wirkungen diverserer institutionenpolitischer Maßnahmen auf die Qualität und Kohärenz regionaler Institutionen.
