20 Jahre nach dem Mauerfall: Stärken, Schwächen und Herausforderungen des ostdeutschen Innovationssystems heute

Abstract

Die vorliegende Studie verfolgt das Ziel, Stärken und Schwächen der neuen Bundesländer im Hinblick auf Innovationsaktivitäten im Vergleich zu Westdeutschland darzustellen. Zwanzig Jahre nach dem Mauerfall ist neben Berlin insbesondere der Süden Ostdeutschlands gut mit öffentlichen Forschungseinrichtungen ausgestattet. Eine vergleichbare regionale Verteilung trifft auch auf betriebliche Forschung und Entwicklung (FuE) zu, wobei aus der gesamtdeutschen Perspektive der Umfang der Aufwendungen für FuE in Ostdeutschland als niedrig anzusehen ist. Dies ist nicht als Indiz für begrenzte Entwicklungsspielräume zu sehen, sondern ist vielmehr den wirtschaftsstrukturellen Besonderheiten der neuen Bundesländer geschuldet, zu denen ein Defizit an Großunternehmen mit Sitz in der Region wie auch Unterschiede in der Bedeutung einzelner Branchen zählen.
