Parent isolé recherche appartement : discriminations dans l’accès au logement et configuration familiale à Paris

Abstract

Malgré le développement des travaux sur les discriminations, aucune étude n'a encore exploré le rôle de la situation de famille dans l'accès au logement en France. D'éventuelles discriminations peuvent avoir des conséquences très pénalisantes sur les parcours de vie. Cet article présente les résultats d'un test de correspondance par paire, ou testing , sur le parc locatif privé parisien particulièrement tendu et où les parents isolés sont très présents. Entre décembre 2017 et fin mars 2018, 4 messages sollicitant la visite d'un appartement ont été envoyés en réponse à 791 annonces immobilières, soit 3 164 envois de messages. L'un des individus fictifs signale être en couple avec deux enfants, les trois autres (un homme et deux femmes) sont des parents isolés. L'étude consiste à exploiter statistiquement les réponses à ces messages. Cet article montre que des discriminations à l'encontre des mères isolées existent dans l'accès au logement locatif à Paris. La femme seule avec enfants est discriminée relativement au couple avec enfant dans certains cas particuliers, notamment dans l'accès à des appartements de grande taille (3-4 pièces). Une des explications possibles est à rechercher dans le statut de femme seule avec enfants qui peut être associé par les offreurs de logement à un risque d'instabilité financière, pénalisant ainsi les familles monoparentales dans l'accès à ce type de logement.
