Seguro de invalidez y sobrevivencia: Qué es y qué le está pasando

Abstract

Comúnmente la literatura relacionada señala al desempleo como una de las principales causas de mayores tasas de invalidez y a estas como responsables del alza en los costos del seguro de invalidez y sobrevivencia (SIS). Sin perjuicio de que dicha literatura se refiere a sistemas fundamentalmente distintos al caso chileno, este trabajo presenta evidencia sobre una baja relación de largo plazo entre el desempleo y la tasa de invalidez. Además el análisis de los costos del seguro indica que estos se han visto aumentados por el alza en el costo por caso, el envejecimiento y el crecimiento natural del sistema, mientras que se han visto disminuidos por la menor mortalidad de la población. Dicho costo por caso, por otra parte, ha aumentado fuertemente debido a las bajas tasas de interés (inciden en forma inversa en el costo) y al despegue de los salarios..
