Medidas de eficiencia y regulación: una ilustración del sector de distribuidoras de gas en la Argentina

Abstract

El artículo desarrolla un modelo de frontera de costos de distribución de gas, y los estima con datos de compañías de distribución de gas de Argentina. Medidas de eficiencia son una importante herramienta para los reguladores, mostrando cuánto puede aumentar una compañía su producción sin usar más insumos. En Argentina, el Marco Regulatorio del sector de gas establece que sólo firmas eficientes pueden ganar una tasa de retorno similar a aquellas actividades que enfrentan un riesgo comparable. En ese contexto, la estimación de medidas de eficiencia es una herramienta indispensable para mejorar la regulación de empresas de servicios públicos privatizadas. La primera parte del trabajo consiste en una exploración teórica de la literatura existente, donde discutimos recientes desarrollos en ese campo, prestando especial atención al caso de empresas reguladas de servicios públicos. Las fronteras determinísticas y estocásticas de costos son analizadas, ambas para estimar una frontera de costos (determinística y estocástica) para el sector de distribución de gas en Argentina. Finalmente, fueron estimados los rankings de eficiencia de las empresas.
