Abstract

English Abstract. This paper considers the historical overview of the researches of the market structures in the economy of the former Yugoslavia. These researches had no long and continuous tradition, otherwise the making of an open market oriented economy as the goal of official politics early the 1950's was introduced. First researches of the market structures in the Yugoslav economy has made at the end of these decade (R. Bićanić, I. Drutter), following the notes on these theme by I. Lavrač. The paper is shared in two chapters. In the first the overview of researches in the period before the establishing of agreemental economy is given, in the second the researches after this. This share is the result of the different status of the enterprises at the market in these two periods, i. e. the changes of the status of parts of enterprises, and the changes of the classification of industrial branches. This changes has made the comparisons between the two periods inadequate. In the first period the researches of many authors (R. Bićanić, I. Drutter, J. Andrijašević, T. Petrin) have any knowledge accumulated, they the concentration of supply in the Industrial branches and the comparisons of its changes in the period, and the comparisons with any developed countries, made have. In the second period are only few researches made (T. Petrin, J. Prašnikar and at the end of period M. Tajnikar and his team), they no continuous were. The different methodologies of these researches, with the changes that were undertaken, made these results incomparable with previous. In the concluding remarks the paper considers the researches of the factors of the high concentration in the Yugoslav economy, and the factors that was contribute to these high concentration during the whole period of the existing of the former Yugoslavia. The one of the main these factors in the paper is identified as the role of the regional economic and political structures and his fiscal motives. However, exact and detailed researches of these phenomena were not made. Serbian Abstract. U radu je dat pregled istraživanja tržišnih struktura u privredi druge Jugoslavije, koja nisu imala dugu i kontinuiranu tradiciju, iako je opredeljenje za izgradnju tržišne privrede prihvaćeno već na prelazu u pedesete godine – prve napomene o značaju ovog fenomena u privredi Jugoslavije dao je tek I. Lavrač krajem te decenije, a time su bila inicirana i prva istraživanja (R. Bićanić, l. Drutter i dr.). Pored uvodnog dela, gde su date i neophodne metodološke napomene, rad sadrži dve celine: u prvoj su prikazana istraživanja iz perioda pre uspostavljanja tzv. dogovorne ekonomije, a u drugoj istraživanja iz druge polovine sedamdesetih godina i kasnije. Ova podela proistekla je iz različtog položaja privrednih subjekata na tržištu u ova dva perioda, odnosno promena nastalih razbijanjem preduzeća na manje organizacione jedinice i njihovim osamostaljivanjem, kao i promena klasifikacije delatnosti, što je sve uticalo na nemogućnost uspostavljanja kontinuiteta i uporedivosti rezultata koji se odnose na ova dva perioda. Dok su u prvom od posmatranih perioda na osnovu istraživanja većeg broja autora (R. Bićanić, I. Drutter, J. Andrijašević, T. Petrin) stečena određena iskustva na osnovu kojih je omogućeno sagledavanje samog stepena koncentracije i njegovih promena u okviru celog perioda, kao i neka manje ili više uspešna poređenja s razvijenim zemljama, prelaskom na dogovornu ekonomiju interes za ova sagledavanja skoro potpuno je izgubljen, tako da se u drugom periodu pojavljuju samo sporadični rezultati (T. Petrin za 1978, J. Prašnikar i tek pred kraj perioda M. Tajnikar i njegov tim istraživača). Mali broj istraživanja, i neujednačene metodološke postavke, uz već istaknute promene faktičkog subjektiviteta privrednih jedinica i promene klasifikacije delatnosti, onemogućavaju ne samo poređenje s prethodnim periodom već i sagledavanje promena koje su se dešavale tokom ovog perioda. U zaključnom delu data su razmatranja (izostalih) istraživanja uzroka nastanka i održavanja visokokoncentrisanih tržišta u privredi druge Jugoslavije. Kao poseban faktor koji je ovome doprinosio istaknut je već ranije interes privrednih i političkih struktura koje su, rukovođene sopstvemm (fiskalnim) interesom, direktno podsticale ukrupnjavanje preduzeća u okviru svojih teritorijalnih celina (opštine, pokrajine, republike), i podizale barijere pristupu proizvođača i trgovaca iz drugih teritorijalnih jedinica. Međutim, konkretnija i detaljnija istraživanja na ovu temu uglavnom su izostala.
