EU-Erweiterung : Die wirtschaftliche Beitrittsfähigkeit der Balkanländer

Abstract

Nach der in Kopenhagen beschlossenen EU-Erweiterung zum 1. Mai 2004 stellt sich die Frage, wie sich die Beziehungen zu den westlichen Balkanstaaten (Balkan-5: Albanien, Bosnien und Herzegowina (BiH), Kroatien, die ehemalige jugoslawische Republik Mazedonien, Serbien und Montenegro) und zu den südosteuropäischen Staaten insgesamt (SOE7: die Balkan-5 plus Bulgarien und Rumänien) gestalten werden, insbesondere nachdem Kroatien bereits einen Aufnahmeantrag gestellt hat, dem möglicherweise weitere Länder (z.B. Mazedonien) folgen werden. Im Unterschied zum relativ kontinuierlichen Übergang der zehn Beitrittsländer zur Marktwirtschaft, der per saldo von Wirtschaftswachstum begleitet war, ist die hier behandelte Region von Konflikten, Stagnation und Instabilität geprägt. Die Studie untersucht Ausgangslage und Perspektiven eines Beitritts der SOE7 zur EU an Hand der Kopenhagener Kriterien „Funktions- und Wettbewerbsfähigkeit der Wirtschaft“. Die Untersuchung operationalisiert diese beiden Kriterien mittels einer Reihe von Einzelindikatoren, die in ihrer Gesamtheit eine Einschätzung der Funktions- und Wettbewerbsfähigkeit ermöglichen. Zwei weitere Kriterien, nämlich Governance und soziale Kohäsion, die nicht unter die Kopenhagener Wirtschaftskriterien fallen, werden in der Studie zusätzlich zur Bewertung herangezogen.
