Estimación de un sistema de demanda de alimentos: un análisis aplicado a hogares pobres y no pobres

Abstract

Para estimar un sistema que nos permita el cálculo de elasticidades que puedan ser de utilidad para fines de política económica, hemos decidido, siguiendo la línea de Park et al. (1996), dividir la muestra del país en dos segmentos de ingresos, que denominamos: pobres y no pobres. Estas estimaciones resultarán tanto más útiles en la medida que nuestra población objeto de estudio no son los hogares promedio del país. Para la determinación del corte se ha utilizado el nivel de ingreso que corresponde a la línea de pobreza estimada por el organismo oficial Sistema de Información, Monitoreo y Evaluación de Programas Sociales (SIEMPRO). A partir de información sobre gastos y cantidades consumidas por los hogares de todo el país, la Encuesta Nacional de Gastos de los Hogares (ENGHO) 1996-97 (INDEC, 1998), se estima un Sistema Lineal de Gastos para distintos grupos de alimentos. La muestra incluye 27.260 hogares de todo el país, pero dada la metodología del relevamiento (gastos semanales y no consumo), y el nivel de desagregación en los gastos de alimentos, existe un alto porcentaje de observaciones cero en muchos de los consumos. Esto implica trabajar con metodologías de corrección del sesgo de las estimaciones a efectos de mejorar la eficiencia de las mismas.
