Dann waren's nur noch vier… Wie viele (und welche) Maßnahmen der aktiven Arbeitsmarktpolitik brauchen wir noch? Eine Bilanz nach der Evaluation der Hartz-Reformen

Abstract

Die deutsche Arbeitsmarktpolitik ist im Zuge der Hartz-Reformen grundsätzlich neu strukturiert und systematisch evaluiert worden. Die vorliegenden Evaluationsberichte der ersten drei Hartz-Gesetze belegen nun vielfach, welche Instrumente der aktiven Arbeitsmarktpolitik sich durch ihre Wirksamkeit bewährt haben und für welche dies nicht gilt. Die vorliegende Studie stellt die im Reformprozess vorgenommenen Veränderungen der Arbeitsmarktpolitik und ihrer Teilnehmer- und Ausgabenstruktur dar und bewertet die einzelnen Instrumente, soweit das anhand der jetzt vorliegenden Evaluationsstudien möglich ist. Daraus folgen arbeitsmarktpolitische Konsequenzen: Welche der über sechzig Instrumente brauchen wir wirklich? Welche Rolle kann eine Erfolg versprechende aktive Arbeitsmarktpolitik künftig im Rahmen der Beschäftigungspolitik spielen? Weniger ist mehr: Mit kaum mehr als vier Instrumenten könnte die Wende geschafft werden. With the Hartz reforms active labor market policies in Germany were overhauled considerably. The paper reviews the recent evaluation findings and draws some conclusion for the future setup of active labor market policies in Germany. It argues in favor of a streamlined repertoire of active labor market policy schemes focusing on programs with proven positive effects (wage subsidies, training, start-up grants and placement vouchers) and calls for a systematic evaluation of all schemes not scrutinized so far.
