Abstract

Gegenwärtig befindet sich das deutsche Stromsystem in einem Umbruchprozess historischen Ausmaßes. Getrieben wird dies durch mehrere sich gegenseitig verstärkende Trends: ein dynamischer Ausbau der regenerativen Stromerzeugung, die Abkehr von nuklearen sowie CO2-intensiven Stromerzeugungstechnologien sowie die zunehmende Integration des europäischen Binnenmarkts. Hieraus resultiert ein erheblicher Um- und Ausbaubedarf bei den Übertragungsund Verteilnetzen. Dies ist mit erheblichen Eingriffen in die Lebensumwelt vieler Bürger und einer Vielzahl von tatsächlichen bzw. vermuteten Umwelt- und Gesundheitsauswirkungen verbunden. Ein offener gesellschaftlicher Diskurs und eine aktive Beteiligung von Bürgern am Planungsprozess sind daher anzuraten, damit dieser Transformationsprozess gelingen kann.
