Transparency for Common Good — Offener Zugang zu Information im Kontext gesellschaftlicher und strategischer Spannungsfelder

Abstract

Der Beitrag untersucht die Bestandteile und Prinzipien des Open Government-Konzeptes mit Blick auf gesellschaftliche und strategische Entwicklungen. Neben der Abgrenzung dieser Prinzipien und der Definition damit verbundener Termini („open“, Gemeinwohl) wird „offene Staatskunst“ zu drei aktuellen Spannungsfeldern in Beziehung gesetzt, die die Ausgangslage für die Umsetzung von Open Government-Strategien bestimmen. Demokratisierung, Demografie und Innovation bilden zentrale gesellschaftliche und ökonomische Bezugspunkte der Analyse. Darüber hinaus werden bereits durchgeführte Projekte und Strategien im Bereich Umwelt und Gemeinwesen auf internationaler und nationaler Ebene vorgestellt und interpretiert. Besondere Betrachtung erfährt die Analyse des offenen Zugangs zu Information und Daten und dessen Umsetzungspotenzial in Österreich unter Berücksichtigung länderspezifischer Bedingungen.
