La carga de la vivienda de interés social: Comparación entre hogares de la periferia y del centro en ciudades de Brasil, Colombia y México

Abstract

Varios países latinoamericanos han lanzado últimamente ambiciosos programas de vivienda de interés social para promover la producción privada de vivienda económicamente asequible. Aunque estos programas han sido muy exitosos en términos de aumentar la cantidad de unidades habitacionales de bajo costo, la mayoría de ellas están localizadas en áreas periurbanas retiradas de los sitios de trabajo y de los servicios. ¿Qué impacto tiene la localización de la vivienda social en sus residentes ¿Cómo se compara la carga asociada a la propiedad de una vivienda similar pero ubicada más cerca del centro? En este estudio se presenta una investigación empírica en la cual se contrastan las respuestas de encuestas de hogares realizadas entre residentes de conjuntos de vivienda de interés social en áreas centrales y en áreas periféricas en las ciudades de Goiânia, Brasil; Barranquilla, Colombia; y Puebla, México. Allí se concluye que la carga de la vivienda social localizada en la periferia es significativamente alta y que tiene impactos negativos en los ingresos, en los ahorros y en el acceso a las redes de apoyo de los hogares que allí habitan.
