Arbeitnehmerüberlassung in Hessen: Sprungbrett in reguläre Beschäftigung, Vermeidung von Arbeitslosigkeit oder gefangen in der Leiharbeitsfalle?

Abstract

"In diesem IAB-Regional untersuchen wir, ob und inwieweit die Aufnahme eines Leiharbeitsverhältnisses in Hessen den anschließenden Wechsel in ein Beschäftigungsverhältnis außerhalb dieser Branche (reguläre Beschäftigung) ermöglicht. Zu diesem Zweck werden die Erwerbsverläufe von Personen, die sich im Zeitraum von 2000 bis 2004 in Hessen arbeitslos gemeldet haben, für einen maximalen Zeitraum von fünf Jahren untersucht. Mit Hilfe statistischer Verfahren vergleichen wir die Wahrscheinlichkeit von Personen, die ein Leiharbeitsverhältnis begonnen haben, zu einem späteren Zeitpunkt in einem regulären Beschäftigungsverhältnis beschäftigt zu sein, mit anderweitig vergleichbaren Personen, die zunächst arbeitslos geblieben sind. Zentrale Ergebnisse sind, dass die Wahrscheinlichkeit, eine reguläre Beschäftigung zu haben, für Leiharbeitnehmer im Anschluss nicht signifikant höher ist; ein Sprungbrett in reguläre Beschäftigung ist Leiharbeit demzufolge nicht. Die Wahrscheinlichkeit, eine reguläre Beschäftigung zu finden, ist aber genauso wenig signifikant geringer. Also finden sich auch keine Hinweise, dass Leiharbeiter in ihrer Branche gefangen sind. Dennoch sind Personen, die aus Arbeitslosigkeit ein Leiharbeitsverhältnis begonnen haben, in ihrem weiteren Erwerbsverlauf häufiger in einem Leiharbeitsverhältnis beschäftigt, so dass sie auch insgesamt häufiger beschäftigt sind. Damit geht das Ergebnis einher, dass Leiharbeit die Wahrscheinlichkeit zukünftiger Arbeitslosigkeit deutlich reduziert." (Autorenreferat, IAB-Doku)
