Le périurbain à Toulouse, Montauban, Lyon et Epinal : caractéristiques socio-économiques et autonomie-dépendance des bassins de vie : espaces sous influence urbaine

Abstract

Afin de mettre en évidence des pôles secondaires dans quatre aires d'étude sous influence urbaine, Lyon, Toulouse, Montauban et Épinal, on utilise un zonage adapté à cette problématique : le bassin de vie, plus petit territoire sur lequel les habitants ont accès à la fois à l'emploi et aux services.Les aires d'études regroupent tous les bassins de vie dont le pôle est situé dans le périmètre de l'aire d'influence des villes. Cette aire est définie sur le principe de l'aire urbaine en abaissant le seuil d'attraction par l'emploi de 40 % à 25 %. Outre son caractère quasi monographique, cette étude fait ressortir des points de rapprochement entre les quatre aires d'études :- Les taux d'emploi des pôles, naturellement plus élevés qu'en périphérie, croissent à la fois au cours du temps et lorsque la taille du pôle diminue.- Les taux de stabilité des actifs sont élevés dans les pôles, et cela d'autant plus que le pôle est de grande taille ; mais ils ont diminué entre 1982 et 1999.- Les actifs se dirigeant vers le pôle sont plus qualifiés que ceux qui ont travaillé sur place.Toutefois, un certain nombre d'oppositions apparaissent :- Les pôles secondaires sont nombreux à Lyon, quasi inexistants à Toulouse, Montauban et Épinal.- Au sein d'une même aire, les bassins de vie ne se comportent pas tous de la même façon vis-à-vis du noyau urbain, à la fois dans leur dépendance/autonomie à son égard, mais également à travers les caractéristiques des actifs qui vont y travailler.
