La politique publique de l'emploi aux Etats-Unis

Abstract

Ce chapitre s'intéresse au rôle que joue le gouvernement fédéral en matière d'emploi et de formation, tant dans son contenu que dans ses formes institutionnelles. La stratification des actions en faveur de l'emploi et de la formation et, surtout, leur chevauchement avec celles ayant pour objectif la lutte contre la pauvreté apparaissent comme caractéristiques de la politique d'emploi américaine. L'accent est mis sur les actions entreprises par le Department of Labor (DOL). Après une décennie de relatif recul des ambitions, une évolution est perceptible depuis le début des années 90 : elle s'exprime particulièrement dans l'élargissement des catégories de bénéficiaires auxquelles s'adresse la politique d'emploi, ainsi que dans ses contenus et les modalités de sa mise en oeuvre. Bien que limitée en volume, la "politique publique de l'emploi" américaine est aussi un lieu de controverses et de débats autour du fonctionnement du marché du travail américain et de ses conséquences sociales.
