La construction sociale de la pénurie en eau à Almeria (Andalousie) ou l'échec de la normalisation "hydrauliciste"

Abstract

Cette recherche mobilise une nouvelle grille de lecture théorique afin de comprendre un fait stylisé maintenant bien documenté : la construction sociale de la pénurie. Considérant l'hypothèse selon laquelle l'étude des normes de l'eau permet d'appréhender l'évolution des usages, et en mobilisant des outils théoriques qui articulent normes techniques et normes sociales, nous montrons que les normes présidant aux usages de l'eau à Almeria (Andalousie) témoignent d'une représentation de l'eau comme simple ressource d'allocation inépuisable qu'il suffit de mobiliser et, partant, favorisent une surexploitation de la ressource.
