État social et sous-traitance. Quelles transformations des dépendances dans le travail?

Abstract

La sous-traitance vient renouveler la nature des subordinations subies par les salariés. L'apport del'approche historique de la subordination proposée par Marx est de montrer le développement des subordinations formelles puis réelles dans l'histoire du capitalisme. Elle est mobilisée ici pour faire apparaître comment la sous-traitance participe de l'affaiblissement de l'État social. Au niveau empirique, on peut notamment mettre en évidence deux canaux qui génèrent ce processus : la baisse de la taille des entreprises qui conduit à rendre ineffectives certaines des règles du droit du travail, l'éclatement du collectif de travail qui brouille l'identité du responsable de l'emploi. La base dedonnées est construite à partir des Enquêtes Annuelles d'Entreprises sur la période 1984-2003. Elle regroupe les entreprises industrielles de 20 salariés et plus et renseigne sur les dépenses de soustraitance des donneurs d'ordres, la sous-traitance reçue par les preneurs d'ordres ainsi qu'un ensemble de données comptables et de gestion de la main-d'oeuvre.
