Travail domestique : les couples mono-actifs en font-ils vraiment plus ?

Abstract

Selon la mesure traditionnelle du niveau de vie, deux couples ayant le même revenu sont supposés avoir le même niveau de vie, que les deux membres du couple occupent un emploi rémunéré ou que l'un occupe un emploi et l'autre reste au foyer. Pourtant, chez les couples mono-actifs, le conjoint au foyer pourra prendre en charge certains services (garde d'enfants, courses, cuisine, ménage…) que le couple bi-actif devra payer ou ne pas assurer. Cette étude propose de quantifier le surplus de travail domestique des couples mono-actifs par rapport aux couples bi-actifs à partir des données de l'enquête Emploi du temps 2009-2010. Ce surplus de travail quotidien est en moyenne de 2h05 dans une acception restreinte des tâches domestiques. Cet écart est amplifié en présence d'enfants à charge. Toutefois, les ménages mono-actifs présentent des caractéristiques différentes des ménages bi-actifs : ils ont notamment plus d'enfants et plus souvent des enfants en bas âge, caractéristiques qui sont corrélées à un surcroît de travail domestique. Nous montrons à l'aide d'une décomposition de Blinder-Oaxaca que, contrôlé de ces caractéristiques, les couples mono-actifs consacrent 1h13 quotidienne supplémentaire aux tâches domestiques par rapport à leurs homologues bi-actifs. Les 2h05 observés avant correction sont à comparer aux 4h30 de temps disponible quotidien que donne, en moyenne, le fait d'être inactif. L'écart correspond principalement à du temps de loisir (1h15), à du temps physiologique (41mn) et à du travail domestique « étendu » (24mn). Nous montrons par ailleurs que les couples mono-actifs ont, toutes choses égales par ailleurs, plus de 3 fois moins souvent recours à une aide rémunérée pour les tâches ménagères. L'arbitrage entre « faire », « faire faire » et « ne pas faire » semble donc pencher plutôt vers le « faire » pour les couples mono-actifs. Mais l'ensemble de ces constats varient en fonction de la situation sociale du couple.
