Abstract

Disarmament procedures are often carried out at the end of a war or when economies engaged in an arms race exhaust their national economies. Disarmament has negative effects on national and regional economies and on arms industries (including suppliers). Military spending has ambiguous effects on national economies, but disarmament does not immediately lead to the so-called 'peace dividend'. The conversion of arms industries is historically difficult, and this results in significant short-term strains on the national economy. Military spending is often considered unproductive, as if a country's security had no price and no cost.
