La gestion économique du désarmement. Dix principes positifs

Abstract

The first dividend of peace and disarmament is peace itself. However, disarmament without development for all does not lead to lasting peace. Disarmament is first an investment, before it yields purely economic dividends. Peace has a cost that must be shared internationally. A disarmament procedure limited to military expenditure alone is not viable without verification, the strength of military research and development, the rules of progressiveness and transparency of national and regional disarmament and increased control of international arms sales must also be considered.
