Abstract

L'article interroge la capacité d'un outil de gestion publique à modifier, via son processus d'appropriation, la nature des relations entre acteurs, publics et privés, présents sur un même territoire et un même secteur. Pour ce faire, nous nous appuyons sur le cas du secteur de l'Accueil, Hébergement et Insertion (AHI) des plus vulnérables. La prise en charge du sans-abrisme et mal-logement suppose une coopération de l'ensemble des acteurs impliqués sur un même territoire afin de répondre aux besoins et fluidifier les parcours. Certains de ces acteurs, à qui l'Etat délègue une partie de ses attributions sur ce champ, sont néanmoins en concurrence en matière d'offre de services et d'accès aux ressources financières. Afin d'améliorer la cohérence et la pertinence de l'offre, l'Etat encourage une gestion intégrée à un niveau local. En 2014, les services de l'Etat ont conçu et déployé sur l'ensemble des territoires français un outil de gestion, le diagnostic territorial partagé. L'enjeu de ce diagnostic dit à " 360° " est de parvenir à mettre en perspective, et ce de façon concertée, les problématiques des personnes (sans-abris, mal logés) et l'offre existante, pour élaborer conjointement et localement une stratégie. La réflexion proposée mobilise les travaux sur les outils de gestion et leur appropriation dans le cadre de politiques publiques. Une grille de lecture est proposée et confrontée à deux études de cas réalisées sur 2 départements français. Nous montrons qu'un outil à visée collaborative peut devenir instrument d'objectivation d'un fonctionnement enclavé.
