Abstract

Este documento ofrece recomendaciones para una Estrategia Nacional de Pago por Resultados en Colombia. Explora el contexto, la importancia y el ecosistema de los mecanismos de pago basado en resultados. Se identifican los retos en el ecosistema de pagos basados en resultados en Colombia, incluyendo retos de diseño y operacionales, retos legales y regulatorios, retos de conocimiento y creación de capacidades, y retos de financiación. Se presentan recomendaciones de política pública para abordar estos retos y establecer una estrategia nacional. Los mecanismos de pago por resultados, como los bonos de impacto social y los contratos basados en el desempeño, se han implementado en Colombia para promover la inclusión laboral y abordar retos sociales complejos. El ecosistema de pago basado en resultados en Colombia involucra a varios actores, incluyendo inversionistas privados, fondos de capital privado, incubadoras, aceleradoras y fundaciones empresariales. La implementación de mecanismos de pago por resultados requiere resultados medibles, consideración de aspectos legales y operativos, determinación de precios de pago, promoción de la competencia, control limitado del pagador y evaluaciones de impacto.
