KOSTEN-NUTZEN-ANALYSE FUR QUALITATSSICHERUNGS UND RUCKVERFOLGBARKEITSSYSTEME IN WERTSCHOPFUNGSKETTEN TIERISCHER PRODUKTE (German)

Abstract

Gesetzgeber, Handel und insbesondere Verbraucher fordern vor dem Hintergrund aktueller Lebensmittelskandale unternehmensübergreifende Qualitätssicherungs- und Rückverfolgbarkeitssysteme. Den Unternehmen entstehen dadurch zusätzlicher Aufwand und Kosten, was eine zurückhaltende Akzeptanz entsprechender Systeme erwarten lässt. Bei den betroffenen Akteuren entlang der Wertschöpfungskette sind andererseits aber auch verteilte Nutzenaspekte gegeben, die schwer lokalisierbar und noch schwerer quantifizierbar sind. Der Quantifizierung dieser Nutzen und auch der Kosten von Rückverfolgbarkeitssystemen ist ein Teilprojekt des Forschungsverbunds IT FoodTrace gewidmet. Aussagen über die Wirtschaftlichkeit des IT FoodTrace Verbundes lassen sich aufgrund der erst kurzen Laufzeit (seit Juni 2006) vorab nur unter Vorbehalt treffen. Dies ist aber Voraussetzung für die Akzeptanz des Systems. Hier setzt das vorgestellte Forschungsvorhaben an. Erstes Teilziel ist die Ermittlung der Anspruchsgruppen und deren Nutzenaspekte. Diese Nutzenaspekte müssen - wo möglich - quantifiziert und monetarisiert werden. Hierzu wird im vorliegenden Beitrag ein kurzer Überblick über die Entscheidung für die gewählte Methode gegeben. Ebenfalls vorgestellt werden ausgewählte erste Ergebnisse.
