Budget Pressure and Farm Programs

Abstract

Deficits and changes in budget institutions put political pressure on fann programs. This paper discusses changes in budget institutions and develops a model of budget pressure using a Stone Geary political preference function. The results suggest that budget pressure may bias policy decisions toward supply controls.
