Sektorale Innovationsprozesse und die Diskussion über deutsche Innovationsschwächen

Abstract

In der "Standortdebatte" werden Deutschland oft pauschal Innovationsschwächen zugeschrieben. In der Diskussion über Spielarten des Kapitalismus wird die Auffassung vertreten, "liberale Marktwirtschaften" wie die USA begünstigten eher radikale Innovationen als "koordinierte Marktwirtschaften" wie Deutschland. Eine genauere Analyse sektoraler Innovationsprozesse in der Pharmaindustrie, der Telekommunikationsindustrie und der Automobilindustrie zeigt allerdings, dass die Wirklichkeit komplizierter ist: Die Gegenüberstellung von "radikalen" und "inkrementellen" Innovationen ist ebenso problematisch wie ihre Identifizierung mit bestimmten Branchen und Institutionensystemen. Nationale Innovationssysteme sind keine abgeschlossenen Einheiten, sondern bedingen sich in ihren Stärken und Schwächen gegenseitig. Staatliche Regulierung spielt überall eine zentrale Rolle für Innovationsprozesse, wenn auch in unterschiedlicher Weise. Eine historische Analyse ist unabdingbar, um Veränderungen der Innovationsbedingungen zu begreifen. In der deutschen Pharma-industrie und Telekommunikationsindustrie ist ein relativer Niedergang zu verzeichnen, der jedoch sehr unterschiedliche Gründe hat, die sich nicht unter ein einfaches Erklärungsschema subsumieren lassen. Die deutsche Innovationsdebatte ist noch zu sehr auf Technologieförderung fixiert und blendet Fragen der sozialen und ökologischen Qualität von Innovationen und ihrer Diffusion weitgehend aus.
