Abstract

Die österreichische Bundesregierung hat im Rahmen der Strategie "Europa 2020" Forschungsquotenziele gesetzt: Die Forschungs- und Entwicklungsquote soll bis 2020 auf 3,76% des BIP gesteigert werden bei einem Finanzierungsanteil des öffentlichen Sektors von einem Drittel. Zusätzlich soll die Grundlagenforschungsquote auf 0,94% des BIP angehoben werden. Diese Studie berechnet einen idealtypischen Finanzierungs- und Ausgabenpfad, der die Erreichung dieser Ziele bis 2020 ermöglichen würde. Die für die Zielerreichung notwendige Finanzierung wird der vergangenen und vom Bundeshaushalt vorgegebenen künftigen Entwicklung der tatsächlichen F&E-Finanzierung gegenübergestellt. Aus dem Vergleich ergibt sich eine Finanzierungslücke zur Erreichung der Forschungsquotenziele.
