Naturgefahren und die Belastung von Landeshaushalten

Abstract

Die Analyse der Belastung der Landeshaushalte durch Naturgefahren konzentriert sich neben Hagel und Dürre auf Hochwasserereignisse, weil durch sie in der Vergangenheit die größten Schäden entstanden sind. Fallstudien mit tiefergehenden Analysen behandeln die Gefährdung von Häusern und anderen Objekten in Zonen mit geringer Überflutungswahrscheinlichkeit, den Zusammenhang zwischen Gefährdungslage und Schadenhöhe, die Eignung hydraulischer Modelle zur Reproduktion beobachteter ökonomischer Schäden und die Möglichkeiten, durch Raumplanungsmaßnahmen das Schadenausmaß zu begrenzen. Landkarten der Gefährdungszonen sind demnach wenig geeignet, um die genaue Schadenhöhe zu prognostizieren, aber gut geeignet, um die Gefährdung von Objekten anzuzeigen. Konkrete Vorschläge zeigen den Gestaltungsspielraum von Behörden auf, um der Hochwassergefahr in der österreichischen Raumplanung Rechnung zu tragen.
