Instrumente und Wirkungen der österreichischen Wohnungspolitik

Abstract

Wohnen gehört zu den unverzichtbaren Grundbedürfnissen. Deshalb ist die adäquate Wohnraumversorgung eine wichtige wirtschafts- und gesellschaftspolitische Herausforderung. Vor diesem Hintergrund wird zunächst auf theoretischer Ebene die ökonomische Bedeutung des Gutes Wohnen beleuchtet, und es wird gezeigt, weshalb staatliche Eingriffe in den Wohnungsmarkt gerechtfertigt sind. Ein kurzer Überblick über den Wohnungsmarkt in ausgewählten Ländern (Österreich, Spanien, Großbritannien, USA, Schweden) arbeitet die Unterschiede in der wohnungswirtschaftspolitischen Gestaltung vor dem Hintergrund der Wohnsituation und der Gesamtwirtschaft heraus. Zuletzt wird näher auf den österreichischen Wohnungsmarkt und ausgewählte staatliche Instrumente (Wohnbauförderung, Mietregulierung) in der österreichischen Wohnungspolitik eingegangen.
