WIFO-Weißbuch: Mehr Beschäftigung durch Wachstum auf Basis von Innovation und Qualifikation. Zusammenfassung

Abstract

Das derzeit für Österreich prognostizierte Wirtschaftswachstum reicht nicht aus, um die Arbeitslosigkeit zu senken. Ein höheres Wachstum ist und bleibt der wichtigste Hebel zur Steigerung der Beschäftigung und Verringerung der Arbeitslosigkeit. Für ein Hochlohnland, das sich an Europas Spitze orientiert, und für eine der reichsten Nationen Europas und der Welt muss eine Strategie zur Forcierung von Wachstum und Beschäftigung aber auf der Basis von Innovation und Qualifikation entwickelt werden. Technischer Fortschritt und Qualitätsverbesserungen und nicht quantitatives Wachstum auf Basis niedriger Löhne lautet der Kurs. Dazu ist ein ganzes Bündel von gut aufeinander abgestimmten Reformmaßnahmen entlang einer von gesellschaftlichem Konsens und Optimismus getragenen und durch langfristige Finanzierung abgesicherten Strategie notwendig. Eine solche Strategie schlägt das Weißbuch des WIFO "Mehr Beschäftigung durch Wachstum auf Basis von Innovation und Qualifikation" vor. Das Weißbuch baut auf elf Strategieelementen auf, in denen eine Neuausrichtung der österreichischen Innovationsstrategie vom Technologienehmer zum Technologiegeber und eine radikale Umgestaltung des Aus- und Weiterbildungssystems an zentraler Stelle stehen. Die Strategieelemente übersetzen sich in acht zielorientierte Maßnahmenpakete. Die Umsetzung der Gesamtstrategie soll in drei Phasen erfolgen – beginnend mit der Kick-off-Periode 2007 bis 2009. Ab 2015 kann Wachstum dann nur noch auf technischen Fortschritt und Qualitätsverbesserungen aufbauen.
