Teilstudie 19: Wettbewerb und Regulierung

Abstract

Trotz zahlreicher Maßnahmen zur Intensivierung des Wettbewerbs mangelt es in Österreich nach wie vor an einer entsprechenden Wettbewerbsgesinnung. Die Vorteile der Größe (steigende Skalenerträge) und die Möglichkeit, internationale Wettbewerbsstärke durch Fusionen – nicht durch Innovation – zu erringen, werden überschätzt. Nach einer ersten Liberalisierungswelle, die durch die Reform der Gewerbeordnung und "echte" Privatisierungen gekennzeichnet war, stagniert die Entwicklung im Bereich der Deregulierung. Die Liberalisierung des Telekommunikationsmarktes war ein beachtlicher Erfolg – vor allem weil dort neue Technologien auf den Markt kamen. In der Energieversorgung ist der Wettbewerb nach anfänglichen Preissenkungen weitgehend zum Erliegen gekommen. Die Regulierung der freiberuflichen Dienstleistungen in Österreich zählt europaweit noch immer zu den restriktivsten. Durch vergleichsweise geringe Reformmaßnahmen könnte die Wettbewerbsintensität der österreichischen Wirtschaft substantiell erhöht und das Wachstumspotential besser ausgeschöpft werden.
