Österreich 2025 – Zur Zukunft der Telekommunikationspolitik in Österreich

Abstract

Im internationalen Vergleich wird in Österreich relativ wenig in Breitbanddatennetze investiert. Angesichts dieses nicht realisierten Wachstumspotentials verfügt die Wirtschaftspolitik über mehrere Optionen zur Investitionsförderung. Der durch die Verfügbarkeit neuer Übertragungstechnologien (Next Generation Access) stark erhöhte Investitionsbedarf bringt zunehmend Konflikte zwischen den Zielen der Liberalisierung zutage. Diese sind einerseits die Steigerung von Innovationen und Investitionen und andererseits die Sicherung eines niedrigen Preisniveaus. Obwohl sich die wirtschaftspolitische Debatte zum Netzausbau in Österreich intensiviert, werden weiterhin kaum strategische Entscheidungen über die Ausgestaltung des Sektors getroffen. Dies betrifft kurzfristig die Regulierungs- und, in geringerem Ausmaß, die Förderstrategie. Langfristig muss die Entscheidung über die grundsätzliche Organisation des Sektors getroffen werden. Hier steht ein staatlich-interventionistisches Modell einem privatwirtschaftlichen Ansatz gegenüber, wobei das derzeitig implementierte Mischmodell suboptimal erscheint.
