Abstract

Aufgrund des Auslaufens des Solidarpaktes II und der Verteilung der Strukturfördermittel der Europäischen Union werden die Fördermittel, die dem Freistaat Sachsen zur Verfügung stehen in Zukunft erheblich abschmelzen. Dieser Rückgang fällt für den Freistaat Sachsen in eine Periode starker demographischer Verschiebungen, denn die sächsische Bevölkerungszahl nimmt seit Jahren ab und die verbleibende Bevölkerung wird immer älter. Diese Entwicklungen machen es mehr denn je erforderlich, dass verbleibende Fördermittel auf möglichst effiziente Projekte konzentriert werden und angestrebte Förderprojekte auf ihre Demographietauglichkeit überprüft werden. - Durch die Identifikation der relevanten Standortfaktoren für Unternehmen und Haushalte kann sich die Förderpolitik auf Fördermaßnahmen konzentrieren, die tatsächlich den Standort Sachsen stärken und ineffiziente Mittelverwendung vermeiden. Vor dem Hintergrund der Einnahmerückgänge muss aber auch die Effizienz der Mittelverwendung selbst, insbesondere in der Verwaltung, erhöht werden. Daher stellt die Studie mithilfe der Stochastic Frontier Analysis auch eine Möglichkeit zur Effizienzmessung für die sächsischen Gemeinden vor.
