Effizienzanalyse der sächsischen Gemeinden

Abstract

Bis zum Jahr 2020 werden die Fördermittel, die dem Freistaat Sachsen zur Verfügung stehen, erheblich abschmelzen. Der Rückgang der Finanzmittel fällt in Sachsen in eine Periode starker demographischer Verschiebungen. Da die Einnahmen der öffentlichen Haushalte zu großen Teilen an der Einwohnerzahl orientiert sind, führt der Bevölkerungsrückgang ebenfalls zu Einnahmeverlusten. Aufgrund dieser Entwicklungen gewinnt eine effiziente Verwendung der verbleibenden Mittel durch die öffentlichen Haushalte bei allen Akteuren in Sachsen zunehmend an Bedeutung. Der vorliegende Beitrag erläutert ein mögliches Verfahren zur Effizienzmessung und zeigt am Beispiel der Gemeinden in Sachsen, wie es bei öffentlichen Haushalten angewendet werden kann
