Governance quality and trade performance in Sub‐Saharan Africa

Abstract

In this study, nexuses between governance and trade performance in terms of natural resource rents are assessed in 44 Sub‐Saharan African countries. The empirical evidence is based on Tobit regressions. The findings show that political governance (entailing “voice and accountability” and political stability) and institutional governance (consisting of the rule of law and corruption control) have a negative effect on trade performance. The findings are consistent with the perspective that resource rents are linked to inefficiencies in governance which are further detrimental to trade performance within the remit of natural resource rents on the one hand and, on the other, the premise of the prevailing weak institutions in the region less likely to boost trade performance. 本研究评估了44个撒哈拉以南非洲国家的治理与贸易绩效(自然资源租金方面)之间的复杂关系。实证证据基于Tobit回归。研究结果表明,政治治理(需要“发言权和问责”以及政治稳定)与制度治理(包括法治和腐败控制)对贸易绩效产生了负面影响。研究结果与以下观点一致,即资源租金与两方面有关,一个是治理效率低下,这进一步损害了自然资源租金范围内的贸易绩效,另一个是该地区普遍存在的薄弱制度这一前提,后者不太可能提高贸易绩效。 En este estudio, se evalúan los nexos entre la gobernanza y el desempeño comercial en términos de rentas de recursos naturales en 44 países del África subsahariana. La evidencia empírica se basa en regresiones de Tobit. Los hallazgos muestran que la gobernanza política (que implica “voz y rendición de cuentas” y estabilidad política) y la gobernanza institucional (que consiste en el estado de derecho y el control de la corrupción) tienen un efecto negativo en el desempeño comercial. Los hallazgos son consistentes con la perspectiva de que las rentas de los recursos naturales están vinculadas a ineficiencias en la gobernanza que son aún más perjudiciales para el desempeño comercial dentro del ámbito de las rentas de los recursos naturales, por un lado, y, por el otro, la premisa de las instituciones débiles prevalecientes en la región. es menos probable que impulsen el desempeño comercial.
