Budgetpolitik in einem unsicheren ökonomischen und geopolitischen Umfeld. Bundesvoranschlag 2024 und Mittelfristiger Finanzrahmen 2024 bis 2027

Abstract

Angesichts der gegenwärtig schwierigen und wirtschaftlich sowie geopolitisch unsicheren Lage fokussiert die Budgetplanung des Bundes bis 2027 auf die Stabilisierung der Kaufkraft der privaten Haushalte, die kurz- und langfristige Stärkung des Produktionsstandorts Österreich, die Förderung des Übergangs zu einer klimaneutralen Wirtschaft und die fortgesetzte Aufwertung der Landesverteidigung. Diese Schwerpunkte stellen die Budgetplanung vor dem Hintergrund der hohen Staatsverschuldung, einer grundlegend veränderten Zinslandschaft und der demografischen Rahmenbedingungen vor besondere Herausforderungen. Das Budget für 2024 und die mittelfristige Planung für die Folgejahre sind einerseits von einer nachlassenden Einnahmendynamik und andererseits von einer stark inflationsgetriebenen Ausgabendynamik geprägt.
