Update der mittelfristigen Prognose der österreichischen Wirtschaft 2021 bis 2025

Abstract

Die österreichische Wirtschaft dürfte sich im Nachklang der COVID-19-Pandemie 2022 und 2023 deutlich erholen und in der Folge bis 2025 moderat wachsen. Der Aufschwung wird von einer Erholung der Weltwirtschaft getragen, unterstützt durch umfangreiche fiskalpolitische Maßnahmen sowie die fortschreitende Durchimpfung der Bevölkerung. Prognosen bleiben aufgrund der aktuellen epidemiologischen Lage unsicher. Um dieser Unsicherheit Rechnung zu tragen, wurden in der WIFO-Konjunkturprognose für 2021 und 2022 zwei Szenarien (Öffnungs- und Lockdown-Szenario) dargestellt, die in der vorliegenden mittelfristigen Prognose bis 2025 fortgeschrieben werden. Für die meisten Kennzahlen konvergieren die beiden Szenarien bis zum Ende der Prognoseperiode. Im Öffnungsszenario wächst das BIP 2021 um 2¼% und 2022 um 4¼% (1½% bzw. 4¾% im Lockdown-Szenario). Bis 2025 schwächt sich das Wirtschaftswachstum in beiden Szenarien auf 1,5% ab. Die Investitionstätigkeit profitiert 2021 und 2022 von Vorzieheffekten, die von der Investitionsprämie ausgelöst werden, verliert aber in den Folgejahren aufgrund von damit in Beziehung stehenden Echoeffekten an Schwung. Die durch die COVID-19-Krise deutlich angestiegene Arbeitslosenquote dürfte erst 2025 wieder das Vorkrisenniveau von 7,5% erreichen. Das Budgetdefizit beträgt im Öffnungsszenario 2021 7,1% und sinkt bis 2025 auf 2,5% (Lockdown-Szenario 2021: 7,7%, 2025: 2,8%). Die Staatsschuldenquote betrug 2020 84% und wird bis 2025 auf voraussichtlich rund 86% ansteigen (88% im Lockdown-Szenario, +15,5 bzw. +17,5 Prozentpunkte gegenüber dem Vorkrisenniveau von 2019).
