Verteilungswirkungen des österreichischen Gesundheitssystems

Abstract

Der Gesundheitssektor ist gemessen am Umfang einer der wichtigsten Ausgabenposten der öffentlichen Hand. Die Aufteilung der Gesundheitsausgaben gemäß der Alters- und Geschlechtsstruktur der Haushalte zeigt eine relativ gleichmäßige Verteilung der Ausgaben auf die einzelnen Einkommensgruppen. Wie eine alternative Berechnungsvariante zeigt, die bei der Zuordnung der Gesundheitsausgaben auch den individuellen subjektiven Gesundheitszustand berücksichtigt, hat das öffentliche Gesundheitssystem neben der Umverteilung von Gesunden zu Kranken auch eine spürbare progressive Verteilungswirkung auf Einkommensebene. Die progressiven Verteilungseffekte des Gesundheitssystems dürften in den vergangenen Jahren leicht abgenommen haben, weil der Anteil der Älteren in den Haushalten mit höheren äquivalenten Einkommen gestiegen ist.
