Österreich 2025 – Die "Frontier" in Wissenschaft, Technologie, Innovationen und Wirtschaft. Messung und Bestimmungsfaktoren

Abstract

Die Leistung eines Innovationssystems kann anhand der Fähigkeit, zur Frontier oder der höchsten Leistungsgrenze in verschiedenen Bereichen beizutragen, gemessen werden. Die Differenzierung in die vier Frontier-Bereiche Wissenschaft, Technologie, Innovationen und Wirtschaft ermöglicht einen Fokus der Analyse auf die Überleitung von der Wissens- und Technologieproduktion in Beschäftigung und Wertschöpfung. Die beiden Dimensionen der Innovations-Frontier – Strukturwandel in Richtung wissensintensiver Sektoren und Verbesserung der Marktpositionen in bestehenden Spezialisierungen (Upgrading) – können als strategischer Rahmen für die FTI-Politik genutzt werden. Dieser lässt sich effektiver operationalisieren als eine Orientierung an radikalen Innovationen. Eine Anwendung des Konzepts auf Österreich zeigt derzeit gegenüber führenden Innovationsländern einen Rückstand in allen Frontier-Bereichen, besonders in der Wissenschaft und hinsichtlich des Strukturwandels.
