Zur Renaissance der Industriepolitik. Ein neuer umfassender Politikansatz oder nur alter Wein in neuen Schläuchen?

Abstract

Die von Karl Aiginger entwickelte "Systemische Industrie- und Innovationspolitik" unterscheidet sich erheblich von Politikansätzen der Vergangenheit und ist politisch im Aufwind dank der Strategie "Europa 2020" wie auch des EU-Binnenmarktprogrammes. Zum Unterschied von ausgefeilten theoretischen Konzepten dieser Art ist Industriepolitik in der realen Welt mitunter nicht hinreichend durchdacht, schlecht geplant und mangelhaft umgesetzt. Zwischen Industriepolitik als theoretischem Anspruch und ihrer Anwendung in der Praxis bleibt allen Ambitionen zum Trotz ein unaufgelöster Widerspruch.
