Evaluating the impact of the structural funds on objective 1 regions: An exploratory discussion

Abstract

Evaluation evidence on the impact of the Structural Funds on employment in Objective 1 regions remains elusive. This paper seeks to make a contribution to this task by evaluating the impact of European Union regional policy on cumulative job creation in the least prosperous Objective 1 regions (at the NUTS 2 level). It adopts an evaluation methodology pioneered originally by Moore and Rhodes in 1973 in the UK. While tentative, it estimates that the cumulative effect of European Union Cohesion policy is around 1 million jobs as at 2002, which is a significant contribution. Despite the considerable methodological and measurement problems, this paper aims to encourage further research to be undertaken in this important area. Malgre les problemes de methodolgie et de mesure considerables, cet article cherche a encourager de plus amples recherches dans ce domaine important. Dieser Aufsatz sucht einen Beitrag zu diesem Gegenstand zu leisten, indem er die Auswirkung der Regionalpolitik der Europaischen Union auf die Gesamtserwerbsstellenschaffung in den am meisten benachteiligten Ziel 1-Regionen (auf NUTS 2 Ebene) bewertet. Er ubernimmt eine Evaluierungsmethodik, die in Grossbritannien ursprunglich von Moore und Rhodes (1973) eingefuhrt worden war. Obwohl vorlaufig, berichtet er, dass die Gesamtwirkung der Kohasionspolitik der EU sich im Jahre 2002 auf rund eine Million Erwerbsstellen belief, was einen signifikanten Beitrag bedeutet. Trotz betrachtlicher Probleme mit Methodik und Messungen setzt der Aufsatz sich zum Ziel, die Ausfuhrung weiterer Forschung auf diesem wichtigen Gebiet zu ermutigen. Todavia existen pocos trabajos de evaluacion que demuestren el impacto de los Fondos Estructurales para la creacion de empleo en las regiones del Objetivo 1. Con este articulo pretendemos contribuir a este objetivo evaluando que impacto ha tenido la politica regional de la Union Europea en la creacion acumulativa de trabajo en las regiones menos prosperas del Objetivo 1 (en el nivel NUTS 2). Se adopta una metodologia de evaluacion que fue elaborada y utilizada por primera vez por Moore y Rhodes (1973) en el Reino Unido. Aunque los datos son aproximados, se calcula que el efecto acumulativo de la politica de cohesion de la UE gira en torno a un millon de puestos de trabajo en 2002, lo que representa una importante contribucion. Pese a los grandes problemas de metodologia y medicion, creemos que es necesario fomentar mas investigaciones en este importante campo.
