Abstract

Zusammenfassung Am 1.8.2021 ist das neue Personenbeförderungsgesetz in Kraft getreten. Es definiert neue Formen der Mobilität. Die Reform enthält zwei Neuerungen: Erstens wird ein neuer Gelegenheitsverkehr, der gebündelte Bedarfsverkehr, zugelassen und damit die Rechtsgrundlage für derartige Mobilitätsdienste geschaffen. Zweitens ermöglicht das neue Gesetz einen bedarfsgesteuerten Linienverkehr als Ergänzung zum regulären öffentlichen Personennahverkehr. Kritik an dem neuen Gesetz wurde mit unterschiedlicher Begründung geübt. Es wird sich erst herausstellen, welche Wirkungen das Gesetz entfalten und welchen zukünftigen Reformbedarf es auslösen wird.
