Адаптация Концепции Умной Специализации Для Развития Регионов России

Abstract

Экономика российских регионов подвергается структурным финансовым и экономическим кризисам. Это вынуждает региональные власти искать новые пути для диверсификации региональной экономики, в том числе, посредством стратегического планирования и определения приоритетов развития. Федеральные власти оказывают финансовые меры поддержки для реализации региональных проектов и инициатив. Вместе с тем на текущий момент отсутствует единый подход к выбору поддерживаемых в регионах отраслей экономики, учитывающий в том числе приоритеты региональных органов власти.В настоящей статье авторы ставят перед собой цель разработать рекомендации по повышению эффективности поддержки регионального развития в России, опираясь на опыт Европейского союза по реализации концепции умной специализации. Авторы адаптируют европейские подходы к российской действительности, уточняя рекомендации по стимулированию экономической диверсификации и межрегиональной интеграции. Для этого в работе анализируются последствия структурных перемен, которые произошли в экономике российских регионов за десять лет: с 2005 по 2015 гг. Российский вариант концепции умной специализации должен учитывать важные национальные особенности, выявленные в ходе исследования. Во-первых, стимулировать связанную диверсификацию в регионах с более низким уровнем ВРП на душу населения и обеспечить поддержку несвязанной в более богатых регионах. Во-вторых, приоритетно поддерживать межрегиональную кооперацию на базе регионов с крупными агломерациями. В-третьих, устранить дублирование региональных приоритетов за исключением регионов с более низким уровнем ВРП на душу населения.В статье сформулированы рекомендации по оптимизации выделения бюджетных средств из федеральных источников на развитие отраслей экономики регионов: предложения в закон о стратегическом планировании и в правила предоставления субсидий на региональные проекты.
