Abstract

[eng] On the social rate of discount. . The Seventh French Plan (1976~1980) social rate of discount has been set at a 10 % level by a group of experts whose final report proposes a " doctrine " for its method of estimation and of utilisation. The purpose of this paper is to show that the " doctrine " is twofold. On the one hand it is based on the estimation of the social rate of return on capital according to a first best approach. On the second hand, it lies on the substitution of the State for the individuals in the appraisal of thé optimal allocation of resources over time.
