La révélation des préférences dans l'analyse des choix collectifs

Abstract

[fre] Les conséquences d'une décision collective sont généralement appréciées à l'aide de fonctions d'évaluation : surplus, avantages-coûts, fonction de préférence étatique ou encore index d'utilité dans les modèles de croissance. Si les variables de cette fonction sont définies, on peut extraire des décisions: prises une information permettant de calculer les paramètres de cette fonction. Une telle fonction complètement déterminée permet de tester la cohérence d'autres décisions et éventuellement d'améliorer le processus décisionnel. Le principe de toutes les méthodes de ratio­nalisation des choix est de supposer qu'un tel processus de révélation favorise « l'apprentissage » du décideur. Mais le choix des variables de la fonction d'évaluation est crucial et c'est l'acte politique à partir duquel une recherche de cohérence est possible. [eng] The consequences of a collective decision are usually estimated ivith the help of valuation criteria : surplus, cost-benefit, governmental preférence function, or utility index in models of growth. If the components of a criterion are determined, it is then possible to infer from the decisions some information permitting to calculate the parameters of this criterion. Such a criterion, when totally determined, mades it possible to test the consifency of other decisions and eventually to improve the decision-making process. The basic principle of all the methods of choice rationalization is the assumption that such revelation process promotes the decision maker's « learning ». But the choice of the components of the criterion is fundamental and it is a political act from which a pursuit ot consistency is made possible.
