Quels effets du recrutement en contrat aidé sur la trajectoire professionnelle ? Une évaluation à partir du Panel 2008

Abstract

[fre] Cette étude présente une évaluation de l’effet causal du passage en contrat aidé (CIE, CAE, CAV et CI-RMA) sur la trajectoire professionnelle des demandeurs d’emploi. . Les contrats aidés sont des emplois qui bénéficient d’une aide financière de l’État. Dans le secteur marchand, ces contrats relèvent d’une logique de subvention à l’embauche, tandis qu’ils relèvent davantage d’une création d’emplois publics temporaires dans le secteur non marchand. L’évaluation présentée ici s’appuie sur le Panel 2008, enquête en deux vagues menée par la Dares fin 2008 et fin 2009 auprès d’un échantillon de demandeurs d’emploi qui se sont inscrits à l’ANPE au printemps 2005. . Le Panel 2008 a été conçu spécifiquement pour permettre des évaluations de qualité, reposant sur la comparaison du devenir des bénéficiaires à l’issue du contrat aidé avec celui de non-bénéficiaires. Les méthodes par appariement utilisées dans cette étude permettent de corriger les différences de profil entre bénéficiaires et non-bénéficiaires, susceptibles de biaiser les comparaisons de ces deux populations. L’enquête comprend en particulier de nombreuses variables permettant de capter au mieux l’hétérogénéité des enquêtés. Les méthodes d’appariement ont dû être adaptées d’une part pour tenir compte de la dynamique de l’entrée en contrat aidé des bénéficiaires, et d’autre part pour généraliser les conclusions des estimations menées sur les données de l’enquête. Les résultats de l’évaluation sur l’insertion professionnelle – principale dimension évaluée dans cette étude – montrent que le passage par un contrat aidé du secteur marchand (CIE et CI-RMA) joue positivement sur le fait d’être en emploi stable deux ans et demi après l’entrée en contrat aidé, à la différence du passage par un contrat aidé du secteur non marchand (CAE et CAV). La prise en compte de la diversité des modalités de placement (accompagnement, formation, durée du contrat aidé, etc.) et des employeurs permet d’affiner ces résultats.
